About the Team
The Smart Journey Systems (SJS) business area is responsible for the planning, development, delivery and management of a sustainable world class Intelligent Transport Systems (ITS) infrastructure to support VicRoads corporate goals of journeys, wellbeing and productivity. We provide VicRoads the tools and systems it needs to manage Victoria’s complex and growing road network.
The SJS ITS Delivery Group as a centre of technical and capability excellence within VicRoads and the wider Government Roads portfolio, is responsible for the delivery of leading edge Intelligent Transport System (ITS) works across the Victorian Freeway and Arterial Road network, in both metropolitan and rural areas. These works include Electronic Signs, Freeway Ramp Signals, Closed Circuit Television Cameras, Freeway Data Stations, Traffic Signals, Street Lighting, Telecommunication Systems and Power Supply Networks. The Group works in partnership with the Major Road Projects Authority (MRPA), Rural Roads Victoria (RRV) and other VicRoads business areas to deliver many of these projects.
About the Role
In this role, you will be working in a specialist team undertaking pre-construction, construction and transition to operations and maintenance activities for ITS works across a range of different projects of varying scale and complexity, in partnership with MRPA, RRV and other SJS teams. This includes project scoping, design development, stakeholder engagement and liaison, risk management, contract and project management. We are seeking a team player with strong time management and multitasking capabilities, along with sound professional judgement and strong conceptual, analytical, communication and negotiation skills. Assisting with the development of staff technical and professional skills is also a key requirement of this role.
This role is based in the North West of Melbourne as part of a team of ITS Project Engineers and a ITS Surveillance Officers under the leadership of an ITS Project Manager. It operates in an environment which requires a high level of independence as well as close interaction with other teams within the Smart Journey Systems ITS Delivery Group, other Smart Journey Systems groups, other areas of VicRoads and MRPA. A strong focus on client and other stakeholder requirements and relationships is also key to this role. Applicants should have demonstrated project delivery capability and relevant experience associated with road projects and/or Intelligent Transport Systems or similar.
Relevant Tertiary Qualifications in Engineering or related discipline and a current and valid driver licence are requirements of this. As part of delivery of construction, testing or inspection activities, nightwork and weekend work may be required.

KA 1.  In accordance with project scope, co-ordinate the planning, work scheduling and resource management matters relating to Intelligent Transport System (ITS) project development and delivery including business case development, project scoping, design investigation and development, obtaining approvals, stakeholder engagement and liaison, contract administration and financial management of the works for Regional and Major Road Projects.
KA 2.  Exercise professional independent judgement to ensure appropriate surveillance and audits are carried out to ensure specification requirements are met for ITS and associated civil works.
KA 3.  In accordance with project scope, co-ordinate and prepare specifications and tender documents, including the advertising and evaluation of tenders to ensure alignment between ITS and civil components of Regional and Major Road Projects.
KA 4.  In accordance with project scope, prepare estimates, program timelines and assist in the financial management of the Project.
KA 5.  Negotiate with and influence stakeholders to resolve contract issues and build and maintain effective working relationships.
KA 6.  Effectively manage, motivate and develop employees within the Project team, promoting and role modelling a culture of Care, Share, Dare.
KC 1.  Exercise professional independent judgement to combine preconstruction and project planning processes or scope and cost control to achieve successful outcomes and to supervise and manage the implementation of administration tasks for complex and multiple contracts.
KC 2.  Effectively manage time to meet multiple demands and achieve successful outcomes, allocating realistic timescales for activities and set achievable target dates for project stages.
KC 3.  Apply the requirements of VicRoads Risk Management Guidelines to prepare risk assessments and implement risk management plans for complex contracts and projects.
KC 4. Demonstrate logical and well reasoned decision making to resolve complex issues and make sound decisions on issues that may not be defined by policies, procedures and precedents.
KC 5.  Negotiate with and influence stakeholders to achieve successful outcomes.
KC 6.  Creates an environment where accountability, teamwork, customer focus and innovation are a focus of the team.
