We are currently seeking an Occupations Delivery Lead to join the Metro Tunnel Project. The Metro Tunnel Project is being delivered in three work packages, with a program level team (RPVP) assisting each package. The three work packages are: Rail Systems Alliance, Rail Infrastructure Alliance and the Tunnels and Stations Public Private Partnership

About the Role

The Occupation Delivery Lead exists to support the Rail Disruption Manager, to facilitate and expedite access to Rail Infrastructure via planned railway track occupations. This is achieved through ensuring MTM’s standards, policies and procedures relating to rail access and works readiness are adhered to, ensuring the safe management of all people, including the general public and equipment whilst working, visiting or traversing the Rail Corridor in support of Victoria’s ‘Big Build’ Infrastructure Program.

 About your responsibilities

  • Ensures timely booking, safe and efficient utilisation of all track occupations by working closely with all relevant stakeholders and striving for best for business optimisation of the project and MTM
  • Adhere to and implement MTM’s Occupation coordination process,
  • Work closely with other teams to ensure all Occupations are tracked, published correctly, distributed effectively and meet the requirements to undertake planned works.
  • Chair/minute occupation coordination forums including weekly workgroup reviews, site walks, Visualisation reviews, lessons learnt and alike.
  • Convene and chair Occupation Planning Meetings associated with both disruptive and non-disruptive Occupations within the T-20week timeframe
  • Ensure all accepted Occupation Applications are ‘Requested’ accurately and in a timely manner using the MTM Access and Resource Management System (ARMS).
  • Work with the Project Rail Safety representative to ensure that all associated safeworking resources are accurate, requested, coordinated and managed for each occupation.
  • Ensure all Works Readiness deliverables directly relating to the Occupation are achieved according to timelines.
  • Manage access permits and coordinate the requirements for all required occupations, including where applicable, Overhead, Signalling, Substation and Track personnel, as well as all other relevant compliance personnel.
  • Along with other members of the Disruption Team, fulfil the role of Occupation Manager during disruptive events
  • Manage and assist in the production of occupation documents and reports i.e. Occupation Works Guide, workgroup summary diagrams, occupation schedule and shift plans using software and alike.
  • Manage and assist in the development of Draft Protection Plans for endorsement by Network Safety.
  • Support/prepare lessons learned workshops
  • Advise and assist project delivery teams for the development, review of delivery strategies and provide advice and guidance on the impact that occupations are likely to have on train operations.
  • Interface & coordinate the involvement of all works, inclusive of other MTM or Third Party Works in project meetings, workshops and the like.
  • Drive continuous improvement within the occupation management process across the business with a focus on optimisation of the network and streamline standardised processes.
  • Be the escalation point
  • Prepare and support negotiations with stakeholders
  • Deputise for the Rail Disruption Manager during periods of leave/absence, including the welfare and management of RSA Access Team members

 About you:

  • Level 1 Train Track Safety Awareness
  • Construction Industry Induction Training
  • Experience in a railway system operational or design environment
  • 2 to 5 years’ experience with stakeholder engagement across multi - disciplinary organisations
  • Planning/Scheduling and /or Project Management experience desirable.
  • High level of experience in using MS Word, Excel, PowerPoint & Outlook. Advanced Excel proficiency is essential.
  • Experience within Victoria Rail Projects
