Summary:

A Permit Superintendent is required to join the West Gate Tunnel project to manage the Permit to Work (PTW) systems and procedures.

The West Gate Tunnel is a partnership between the Victorian Government and Transurban. The Joint Venture has been chosen as the contractor for construction, which began in early 2018 following planning assessment. 

About the Project

The West Gate Tunnel Project is a city-shaping project that will deliver a vital alternative to the West Gate Bridge, provide quicker and safer journeys, and remove thousands of trucks off residential streets. The project will include:

  • Widening the West Gate Freeway from eight lanes to 12 between the M80 Ring Road and Williamstown Road;
  • Building a 2.8km eastbound tunnel and a 4km westbound tunnel under Yarraville;
  • Constructing a bridge over the Maribyrnong River providing an alternative to the West Gate Bridge;
  • Constructing an elevated road along Footscray Road to the Port of Melbourne;
  • Major new cycling and pedestrian paths.

Your new position:

Reporting directly to the Safety Director, you will ensure all PTW Procedures are developed and reviewed to comply with all the applicable standards. You will facilitate project construction PTW requirements by liaising with Superintendents, Supervisors and the wider team to support the delivery of works.

Further to the above your responsibilities will also include:

  • Provide technical support and coaching / mentoring to project permit personnel.
  • Assist the Zone Safety Manager to ensure adequate resources are available for the successful development and implementation of the PTW system.
  • Ensuring PTW personnel, Permit Officers/Permit Issuers and Permit Acceptors are formally trained, assessed as competent and Authorised to carry out their assigned tasks and to ensure this authorisation remains current.
  • Conducting audits and report findings at regular intervals to ensure compliance.
  • Assisting incident investigations associated with PTW breaches.
  • Assist Project Directorate Office Safety team with Safety procedural reviews, audits and technical queries.
  • assist with the coordination of the Permits Officers/Permit Issuers and ensure they issue PTW in accordance to PTW procedures.

About you:

To be successful you will ideally have the following experience and capabilities:

  • Formal qualifications in Occupational Health and Safety or equivalent
  • Extensive experience in Permit to Work Management in Construction and/or heavy industry and high risk workplaces.
  • Knowledge in Safety and Health Management Systems
  • Knowledge of Permit to Work Procedures development and implementation
  • Knowledge of Safety and Health legislation and statutes, and ability to interpret any applicable statutes or legislation relevant to Project
  • Ability to lead high level investigations involving multiple internal and external parties.
